Autoridade Portuáriu Timor-Leste (APORTIL) is the authority within Timor-Leste for managing Dili Seaport. Their responsibilities include: providing temporary storage for goods arriving by vessel; general management and maintenance of the port; collection of berthing fees and storage (demurrage) costs for container storage. The seaport is operational 24hrs per day, 363 days per year, for certain functions such as unloading/loading of vessels on the berth, removal of bulk cargo (rice, cement & timber) and returning empty containers for loading onto berthed vessels. A Autoridade Portuária de Timor-Leste (APORTIL) é a autoridade dentro de Timor-Leste responsável por gerir o Porto Marítimo de Díli. As suas responsabilidades incluem: provisão de armazenamento temporário a mercadorias chegadas por via marítima, gestão e manutenção gerais do porto, cobrança de taxas de atracagem e cobrança de custos de armazenamento (sobreestadia) de contentores. O Porto Marítimo funciona 24 horas por dia, 363 dias por ano, para determinadas funções tais como descarga/carregamento de embarcações no cais, remoção de carga a granel (arroz, cimento e madeira) e devolução de contentores vazios a fim de serem carregados em embarcações ancoradas.
